Yes it is. They start off with an idea and contract it out with an open ended buget. Then instead of letting the those contracted to do the job and just get on with it they constantly change what they think they want, adding in new features seemingly at random. The whole process rapidly gets to where nobody really knows what has been done or what is still required. In the meantime people either get promoted or leave the Department. The new person feels the need to make even more changes to the original concept just to prove that they are there. By now the project is doomed. This is a brief description of every large goverment IT project ever since IT was invented. It does not work like that in a large company because, unlike working for Government, if you stuff it up you are out on your ear with your reputation in tatters. |

The company which let the people of New Zealand down, is SAP, an internationally renowned company in software. However, they stuffed it up on this occasion - there are no other persons, groups or politicians responsible. If you can in any way stop the spread of this misinformation, then it will help in some small way. |

Another part of the sick joke is that Jenny Shipley, then Prime Minister, announced she would sue the arse off IBM, only to find IBM were contracted to supply the Hardware, not the Software . And true to form Jenny was appointed Chairwoman of Mainzeal and was caught running out the back door as the Receivers were breaking down the front door trying to recover $87m . They are very separate events. however the simple fact remains that they keep having IT failures. it doesn't matter who or what, its the fact that it keeps happening. the govt (regardless of who is in power) has a long and rather bad history with IT projects. those sort of issues cannot be allowed to happen with something like a firearms register otherwise some very nasty things can happen or at the very least make it a massive waste of money. the govt simply do not have the track record to be able provide such a system. especially at the price range the govt wants to pay. |
