On Win 10 there is no proper reboot until you disable Fast Start and then restart the computer. Any problems are effectively stored in a type of Hibernate, that is how the Fast Start is achieved, would advise you to do this then after reboot re-enable Fast Start again if you wish, I just leave it off because as I said it stores problems.
Also, on a laptop, being a non-complete shutdown uses up more battery life while supposedly shut down but is really keeping some hardware powered up to store info to enable the Fast Startup. |
