Laws only get written when a Hollyweird person is negatively affected.

The 'Anti-Stalker Laws' are one of those situations where a law didn't exist until the actress in My Sister Sam was stalked and killed. Stalking and killing happened all the time before that time, but those weren't as important as an actress.
