I agree, it seems highly likely that neither GST nor Income Tax was paid (or was short-paid) over the whole twenty years, consequently the seven years of records probably didn't apply. The latter may only be for routine audits perhaps? Why anybody would sympathise with their situation though I simply don't understand, they've been bludging off (or stealing from) ewenme for two decades and they got caught. Tough.
