I think whether it will be a success, will be based on whether NZ wins it or not, or at least makes it to the final. NZ doesn't tend to do well in the world cup.

No expense will be spared for the high-flying visitors, who will reportedly stay in five-star accommodation, be given their own drivers and be wined, dined and entertained courtesy of the Government and the New Zealand Rugby Union.

This money could better be spent where it is needed ie health, education, etc.
