Absolutely agree with your comments. If I saw some something I liked that was going to the tip I would grab it. I wont use any syndrome as an excuse for grabbing junk if its heading to a landfill its mine. It goes in a "may use it one day" box in my shed.
I do a bit of work on the machines of a metal recycling place on the Concourse and the owner does not mind me picking up treasure amongst the metal. He let me take the s/steel drum out of a clothes dryer to use for a brazier at sea gull racing camp.
You cant call grabbing rubbish looting. Looting is running out of a shop with a tv or something of value and shooting on sight fine with me which is the international punishment for looting
So put that in your pipe and smoke it all you numbnutz who think liberating junk is a crime.

When I was a kid and we saw something sitting there that could easily be stolen, because it was insecure, we left it alone. We were taught to "Leave it alone, it is not yours". Way back then we did not lock cars, left our house doors unlocked and even left our windows open to allow fresh air to flow. Nowadays things are stolen to teach them a lesson for not securing their property.

Perhaps because picking up a broken bulb is hard to be considered as theft.

It is a tricky one I know.

It is theft, but question is, is it actionable.

And the answer must be no.

If you take the case of the old tips, everybody and his dog helped themselves to what they thought was useful, on being dropped on the ground it became the property of the council.

What fun you would have taking them all to the slammer.

As you see, common sense prevailed.
