What I believe that the person was after was that there will be 2 figures. For example sales for 2000 and 2001. If there has been an increase he wants a :) if there has been a decrease he wants a :(. So this would be done via an if statement or conditional formatting to compare the two values and work out what face to use.

Conditional formatting can only be applied to the cell in question.
