You can control the letter assignment of multiple hard drives. I have logical drives C and D on one physical drive, then E is a second drive. This was done in Fdisk (Dos 7) by making the only partion on my second physical drive an extended one. This way, its letter follows the extended partition of drive 1, not the primary partition. This still obeys the Dos rule of 'Primary partitions first, extended partitions last'. Note the warning given when creating the orphan extended partition: this drive cannot be used to boot a system without a primary partition. I hope this helps remove some frustration: it annoyed me for a long time until I found the answer.
