Yup, that's my take on it too. Although it's been carefully hidden, the user is only wearing a nozzle and the means to steer it and adjust the flow rate.
It's a bit like having a fire hose strapped to your back. Somewhere at the end of all that is a @#$% great big noisy pump which is either in a chase boat, or is keeping the user tethered to dry land. Fun for 5 minutes, then very lame... until you reach the end of the hose, it pulls taught and dumps you... hopefully over the water.

On a more positive note, it would be a fantastic way to wash the roof of the house.

1229662 2011-09-09 10:55:00 The pump and motor are on a float that just gets dragged along behind, which is why a sudden engine stop is not too good if you are going fast. First you get ignominiously dumped in the water, then your boat catches up and runs you over. Popular with the spectators I imagine.
It would be great for aerating sewage ponds, but finding drivers could be a task.

Good idea, just have a robotic controller. But the odd diaper would be a pain
