Yep. But he won't give any costings or detail about how the rescue is to be achieved as all those issues are to be decided by a yet to be appointed panel of experts.

@SP8s Just get yourself onto one of the many "Panels of Experts" Phil reckons he is going to use. It pays a lot better than actually going anywhere and putting any real effort. You don't even have to wait for the election because the current bunch are almost as good at looking after their mates as Labour is/was/would be.

I have heard that the bug acts as a homing device for Orcas, so that has a downside too.!
