2599 1999-08-05 04:19:00 Windows 9x's poorly designed disk caching system occupies as much physical RAM as there is available and does not shrink itself properly when an application requires more RAM, resulting in increased use of Virtual Memory, or swapfile, which slows down performance.

However I have found two freeware programs over the internet which will help alleviate this problem:

CacheMan (adjusts the maximum size of the disk cache, amongst other settings)
RAMBooster (cleans up system resources and reclaims memory leaks)

None of the programs above need to be loaded in the background, nor do they change any system DLLs.
