Chinese clothign manufacturers go to Walmart and say we need to put the prices up.
Walmart says we are going to order xxx containers, but the price we offer is 5% less than last year.
The Chinese have no optiion but to accept it.
If they can't sell huge bulk in the USA they cant sell anywhere else.
