So they did but if you didn't have flags of convenience registered ships, the monkeys would not be in charge they would be be in the rigging still. When you can register a ship somewhere that has virtually no rules and certainly no way to enforce them if they had you will get this sort of problem

This character who was granted surpression [sic], was able to gaze blankly but at the same time, with a wary stance.
