When an antivirus reports a threat has been blocked , what does actually occur , does it only block the threat but it is still active or antivirus software removes it totally ? |

A firewall blocks it an AV program doesnt. It either quarantines it or deletes / removes it |

Or in the case of Norton, tells you it is there but can't be removed while the system is running. |

Or in the case of Norton, it doesn't notice at all. |

If it's a decent security suite it will do exactly what it says - block it... if it's a Norton product it will probably give the nasty malware a tea and some muffins and invite it to stay. |
