Is there a form with a box to be ticked?..."I am never going to return to NZ".
This is a serious Q.
How is the statistic compiled?

But no seriously, I imagine they have access to the number of people buying australian tickets with no return, or perhaps the government over there can provide immigration stats.

1242606 2011-11-09 06:20:00 I don't understand what all the fuss is about. It's not as though Kiwis crossing the Tassy permanently is anything new. I took my first sojourn across the Tassy in 1967 and there was concern then about all the Kiwis leaving for good.

Kiwis have been moving to Oz for the last forty years that I know of, so there's nothing new about that and NZ does not appear to have suffered to any noticable degree. As the bard of Avon has said, "Much Ado About Nothing" - at least nothing new.

1242609 2011-11-09 06:39:00 One of my daughters (with NZ citizenship) has been to Oz twice for extended periods, going on a oneway ticket. That would be a pretty shonky way of compiling stats.
Afaik NZ citizens don't have to apply for immigration status.

Yes, there is a question about how long you intend to stay away - anything more than 12 months is regarded as "permanent" for this statistic.

"Most New Zealand citizens, particularly those arriving after 26 February 2001, are required to apply for and be granted permanent residence in Australia if they wish to access certain social security payments, obtain Australian citizenship or sponsor their family members for permanent residence."
There are 2 kinds of residency in Australia (whereas NZ has only one) permanent and temporary(4 years-renewable).
So I'm thinking this is the "permanent" referred to in the stats.
I have permanent residency in NZ but that doesn't mean I might never return to the UK.
