I wonder if they are some kind of electric starter for a gas system? Or perhaps there is a lightbulb inside and it's designed to create a spotted light pattern. |

I remember seeing these (or something very similar) as a kid, my father was in the Air Force and had something to do with outdoor survival training. From memory they used to have a canvas-like fill, like a wick on a candle. |
