I wonder if they are some kind of electric starter for a gas system?

Or perhaps there is a lightbulb inside and it's designed to create a spotted light pattern.

I'd say you're quite spot-on there. I remember seeing these (or something very similar) as a kid, my father was in the Air Force and had something to do with outdoor survival training. From memory they used to have a canvas-like fill, like a wick on a candle.

Yeah, I was going to say they look like igniters. The torch bulb style fitting leads me to believe they are emergency or general use fire starters perhaps. Plug into torch, turn on, fire!
