Hi.Have an issue after upgrade my W10 x64 v1903 to the new W10 Update version 1909 Build 18363.1 that became available for download yesterday. I downloaded the .ISO, created a bootable USB Drive from the .ISO, then opting to get updates as well, I upgraded from 1903 to 1909 version from opened W10 v1903 keeping all Apps etc etc.
Instal-Upgrade was fast (15-20 minutes) but the instal and sorting out of updates took 40 minutes. After all completed at 10:30 am I had no issues signing in and using the upgraded v1909 OS. It was later in the evening about 7pm I found a n issue. This is not the most important issue but I mention it as it was the first issue I noticed.
I double clicked a desktop shortcut to the Sniper Elite 4 game , the game splashscreen window opened, I click the Play tab, the window closed and the game didn't open. Tried again 3-4 times with a couple reboots as well but still no joy. Have had the same happen before so I went into the Game Instal Directory, dragged the Launcher to desktop and created a Shortcut to use.
Game then opened. Also, the non-working shortcut also decided to function. SMH. That's ok, I can handle whats going on there.
At about 10:30 pm I then realised the next issues and these the important ones.
Right click Start, get the box of options, clicked File Explorer, nothing opened. Same when I click Settings. The only options that open are Shutdown or Sign out/ Run / and Search. To open File Explorer or Settings or any other facility I want to use I have to open Search, Type in what service I want and click on it to get it open onscreen for my use.
In File Explorer I can left click-open either of the 2 SSD's and the USB drive, but Right click any to view Properties results in a spinning blue circle and informed that it is 'Not responding' Have to click on the Red X at top right of the window to close it. Reaction to my clicking takes about 8 seconds to close
the window.
After it closes the Taskbar is void of the pinned icons I have placed on it and they take about 8 seconds to appear. After the upgrade completed, all of the icons were there and usable earlier in the day as were the options available in the menu shown when right click the Start icon. At about 10:30 pm the issues arose. I still have them today.
Finally and this one has me wondering; about 1 am I saw an open File Explorer window onscreen, couldn't figure why it had opened, closed it and went to bed.
Today, I have had File Explorer or Settings windows opening 2-3 times at will. I can only think they are opening very late from my clicking to open them in the non-responsive options given after the Right click of the Start icon. 2 hours after I clicked to open them to no avail.Just guessing that one.
Ummmmmmm .... anyone have a view as to why these things have begun and /or what I could do to get things as they should be.
Unfortunately I didn't create a Macrium Reflect Full Disk backup of the C drive before I performed the upgrade but I do have one from 3 months back when I had problems with Corsair MP300 failing to boot, though I could image it. I could use as not too much has been installed since that time. If needs be, I possibly could Roll back to the v1903 version as I have the windows.old file in C: Drive
I haven't tried System Restore and am hoping I do not have to perform Fresh Instal of W10 x64 v1909 build 18363.1 and all apps etc.

1464932 2019-11-14 00:39:00 try opening a Command prompt (CMD) as Admin.

run the fulling commands.

sfc /scannow

reboot and run dism /online /cleanup-image /restorehealth Then reboot.

After running the SFC, does it say no errors or does it find some ?

Hi. Sorry for late reply, I had fallen asleep for the afternoon til a few mins ago. I will perform the tasks you suggested and post back the results after completion.

ps: everything I do is happening slowly, whereas previously they were almost instant. From Power on to usable desktop now approx 90 secs, opening a webpage/app from desktop shortcut or pinned to taskbar etc etc.. 10 secs, ... malware/virus scans have all returned a no infection result. I will do the tasks now. Cheers.

Hi. I replied about 20 minutes ago and on return here after running sfc /scannow to see that there is no show of my previous reply so I repeat. Computer is slow in performing any actions such as opening a webpage/opening an app from a desktop shortcut. From Power on > Log in > Usable Desktop is now 60-90 seconds from 10-15 seconds and double click desktop shortcut to open an app or folder is now 10 seconds from almost instantly previously.
I have just completed the sfc /scannow , using Search > cmd it would not open to elevated mode and non-elevated will not function. So I used Search > Task Manager > File > Run new task > In the Task Manager, click on File -> Run new task....In the Create a new task dialog box typed cmd, ..... ticked box for Create this task with administrative privileges and clicked OK. Result shows " Windows Resource Protection did not find any integrity violations"
Will reboot and then run the dism /online /cleanup-image /restorehealth Then reboot.

1464935 2019-11-14 09:58:00 Ok, dism /online /cleanup-image /restorehealth completed successfully, rebooted and still had issues as before but the Power up to open desktop was back to the fast 10 second time.
I had a thought to remove the Samsung EVO 860 SSD because from memory, the 'issues' happened last night after I had reconnected the drive about 10pm. So, I shut down and removed the Samsung Evo SSD, rebooted and tried to open File Explorer from where it wouldn't open before and knock me down with a feather it opened, with no waiting. Settings opened as did any other option I clicked. Great, I am happy about the outcome.
I had disconnected/removed the Samsung SSD from computer before I upgraded the C Drive W10 v1903 to v1909, only having the C drive and the USB containing the W10 v1909 so that I didn't get 'crosstalk' between the 2 drives during the upgrade process... I recalled having issues with that when I had W7 on one HDD and W10 on another HDD and I was fresh installing the W10 1809 to its HDD, as W10 was alien to me and W7 I was using as I accustomed myself to W10. Somehow the MBR's of both HDD's OS's had 'hybrid' and the W7 was unusable. That was about 2 year ago and I posted a thread about the problems I was having and I stayed with W10 from that point. I learned from that disaster to only have the C drive connected in computer when installing or upgrading the OS installed to it.
The Samsung EVO 860 does have W10 v 1903 installed to it from when I installed it to be able have a working computer when a Corsair MP300 M.2 NVMe SSD had gone 'locked (?)' and unusable about 3 months back. I eventually purchased an Intel 660P 512GB NVMe to instal W10 v1903 from a Macrium Image created from the unusable Corsair MP300 SSD. It is the Intel 660P NVM2 SD that I am using now and have upgraded to W10 v 1909.
I am happy that again I have a responsive computer, but what was causing the Samsung SSD to interfere with proper functioning of the W10 v 1909 I have no idea.
I had a few apps/games installed to the Samsung drive as well as some Downloads and Docs/pictures stored on it. I may have to move and save what I want from the Samsung SSD to an external HDD and format the drive, using it only for Game/App installs and saving of Docs/Pics/Downloads.

I will ponder how the connecting of the Samsung Drive may have caused the errors/issues. Probably will never find an answer to that one, and now I will go give my System a few hours use to check it is back on the road, again.

I Didn't bother writing out a longer answer earlier as I was on Holiday in Vanuatu, People think internet here is bad - its great compared to there.

Sometimes you can attach drives that cause all sorts of problems to the original working OS. Had similar happen to workshop PC's where attaching a drive and all hell breaks lose with things not working or going on a real go Slowwwwwwww.

There was no need to actually download the complete ISO this time unless you wanted to have it for a new install, as it was really only acting as a cumulative update. Even though it is an upgrade from 1903 to 1909.

In the insider program it was mentioned some time back, (and I think in the other insider post in chat) and now actually confirmed :


Windows 10 version 1909, code named '19H2', is a minor update with a smaller set of enhancements focused primarily on select performance improvements, enterprise features, and quality enhancements.

Just done 2 of my own computers, both were all done and dusted within 5 minutes.

Earlier comment about Macruim reflect --- All I'll say is a Back up (Date) is only as good as the last time it was done. Meaning if there had been no backups for 2 months then anything that's created in that time is not backed up.

That's why here any computers of importance are backed up automatically every night. Its actually quite simple to do, all you need is a location to backup to. In my case ( and several of my customers) all they have is a NAS or old PC that's running 24/7 connected to the LAN, doesn't need to be powerful and the backups are set to go every day automatically.

Cheers. re the Backup using Macrium, I think when I did the first backup after the time I used it to create the image from the faulty Corsair MP300 NVMe SSD I had set it to do incremental weekly backup of the C Drive, saving to either D (Samsung EVO 860) or an external 4TB HDD, where the initial backup image was saved.
I D'loded the ISO of v1909 because it wasn't available as an Accumulative update and it was mentioned in the One Microsoft forum I joined months ago with a link supplied so I got it.
I didn't even need to extract the ISO to the USB, I could have simply clicked the Setup file that was in the folder created in C Downloads from extracted ISO. I had forgotten that OS upgrade is done from open W10 and not from bootable USB or Disc.
Yeah is running well now. I will do the Save what want and Format of the Samsung this weekend.
After that I will use Macrium Reflect to image the C Drive and set it to do incremental backup weekly. ( After I have cleared the C Drive of clutter :D ) I will have to do a read up on the setting incremental backups to be performed automatically. I hadn't done any getting to know the process work before I set it to do the incremental backup last time.
