No. You are not allowed to build over any of that, like the manholes for sewage...
And they are all out by gate or boundary anyway.

1488438 2022-10-01 00:37:00 So much for publicity-it is only via this forum that I have learned about Watercare's plan re Smart Meters. I was disgusted with them -I am separated- but wife still lives in home with 1 daughter. For 7 successive months Watercare did estimated readings before finally for August doing an actual reading and hitting her with a huge bill (catch up of 7 months under estimations). Where was managerial oversight to query why have not meter readers been to this street for 7 months? The water meters are on the footpath so no problems with access unlike the electricity meter where a reader has to enter the property. Neil F (14248)

agreed. i think its an appalling idea. i see bigger ones are turbine powered by the water flow. i bet a company will have a full time job just replacing them.
no reason they could not have a small generator built in.
i also hope they are very very water proof as mine is normally under water. not sure how well any signal will do transmitting through water.
