I'm still huinting and pecking for a free Android app that allows me to use the GPS function offline (i.e. the maps would have been downloaded to the phone prior to that). Any recommendations from anyone?

Google Maps for Android can cache them in no. of diff radiuses. But you don't get POIs and I think you get guidance if you begin from a spot that has Internet (WIFI or 3G for eg) then you turn it off the Internet.

High end HTCs have their own offline programme.

Others need to purchase offline maps.
Data is not that expensive anyway within NZ. $1 gives you 10MB right. I heard GPS only uses KBs.

After hours of googling, I decided none of the free GPS apps meet my requirement. In the end, I settled on a paid app called NavDroyd :)

(Good way to start using up my Prezzy Card :) )
