If the man has a PC then he should be looking at what suits his needs. Not what crap is bundled in with another system.

You will find some excellent work on youtube that has been created using Windows Movie maker, I personally hate it but there is no denying that its usable.

I'd have a tinker with that, then I'd try some trials of the suits aimed at the home user.

Adobe Premier Elements is now at version 10, I used it extensively when it was at version 6 and 7 and had great results.

I've been playing with power director 10 recently.

The questions I'd ask is how long a learning curve do you expect to have?
And what exactly are you looking for?

Stability
Performance
Queued encoding
Ability to generate subclips
Ability to expand multi-tracks
Volume control of subclips as well as entire timeline


Things I don't care about

Transitions
effects
DVD authoring
Youtube integration
scene detection
Matching music tempo to screen transitions.
