Generally yes, although depending on the application/use a PCI one will be better.

If you use a USB extension cable to get it up high, it might even get better reception than a PCI wireless card. |

For all practical purposes, as long as the port and wifi adapter are both USB2.0-compliant or better and your USB root hub isn't saturated, yes. |
