| 20022 | 2001-10-04 08:31:00 | Does anyone know if there is any way (with Windows 98) to cap my own upstream bandwidth? Say it is normally 4KB per second on 56K modem and I wanted to temporarily restrict it to 2KB per second. Can Windows be tweaked or does amyone know of any 3rd party software that can do it? Thanks for any help |
