How do I switch on the security service ?

I have tried Microsoft Fixit, but nothing has changed.

1281465 2012-06-13 22:01:00 Go to run / type services.msc, Do you mean the security center service?? Look for it, (on here, its on automatic (delayed start). Change it to this then click on start. If it brings up an error, tell us what it says Speedy Gonzales (78)

However, Security Center Properties is already set to "Automatic (delayed start) "
But when tried windows update does not work.

There is no Windows Update listed within Services (local). Perhaps Vista never had an entry for Windows Update ?

1281472 2012-06-14 13:23:00 There must be something up with the latest updates from Microsoft or an issue with their update servers.
I had two machines in with the exact same issue, one win7 and one vista. Both saying they couldn't check for updates because the service isn't running.
I tried everything to fix, even a fresh install in the vista machine didn't fix it and suddenly they started working again by themselves.
Got me stumped.
