Is it safe / safer to delete this file,

Go to the above link for info, there is more detail there than I can write here. Of course if someone sent this to you as a attachment you would just delete it.

Just for anybody else, a bit more copy and paste.

The Sulfnbk.exe file used by Windows is located in the C:\Windows\Command folder. If the file is located in any other folder, or arrives as an attachment to a email message, then it is possible that the file is infected.
