Air and some cooling liquid of some type. Heatpipes use the properties of liquids to make a passive form of heat transfer similar to the active system in a fridge. Liquid is heated at one point by the GPU or CPU and heatblock which causes it to evaporate and travel to the other end of the pipes where it is cooled and condenses causing it to flow back to the hot end and repeat the cycle. I'm not quite sure how they make it work when the pipes are horizontal, but they do.
