Don't be ridiculous, there is no change to roundabouts . There are a couple of minor rule changes, quite easy to understand, why are people so confused .
After all we go to USA and Europe and drive on the other side of the road and don't have any trouble so why the hysteria about this change .

Red car approaching an intersection which has a Left FREE Turn, as long as there is no traffic approaching, the red car can turn left.

Blue car from opposite gets a turn right arrow green light, blue car wants to turn right onto the same street that the red car is waiting at the FREE Turn.

Before the red car must give way as the blue car is from his right and is turning right, how about now? :D

It sounds like an unlikely scenario - that an intersection would have lights on only one side.

The road code says in terms of a right green arrow when you want to turn right: "May go, provided it is safe. All vehicles coming towards you should be stopped. "

But it also says: "A green arrow means you can go if you are travelling in the direction the arrow is pointing, provided it is safe."

In your scenario the blue car wants to turn right, but it is not safe, he must wait until the red car goes... but it's more likely the red car would have a red light and would have to wait anyway.
