Even at NCEA level there shouldn't be a Requirement at this stage, at least no until schools have a fully integrated and viable way of doing things. By fully I mean that every single school task can be accomplished on a range of devices (windows/apple and ubuntu (I say ubuntu because it's the most popular and easy to use *nix distro for people who can't afford windows, any will do)) Integration should include at least these to name a few: A secure and robust network that can cope with the volume of traffic from students as well as protect against bypass/threas such as VPN and torrents Power points to give the people power Online work distribution/marking (moodle is good for this) Student Management of some sort to ensure all are on task Networked printers and appropriate print management. Robust network protection against plenty of novice users bringing their infected machines onto the network More network protection against malicious students (schoolzone is appalling, basic auth for proxy and SSL is unencrypted over the LAN. As proof of concept I was able to capture my own back account details and login from a remote machine. With plenty of boarders accessing banking online there is a huge potential for malicious phishing) No point in requiring laptops unless the whole school experience is fully integrated. If you can't integrate properly then computers should be an accessory rather than a requirement otherwise they become a hindrance to productivity as time is spent fixing issues and minimising downtime rather than working on education.
