40892	2002-03-29 20:17:00	'Honestly Officer, I'm Innocent' A burglar in England today was able to make off with a considerable amount of stolen tools by telling officers that he wasn't doing anything wrong. According to reports, the police were overbooked and didn't have the manpower to respond to a call of a burglary. Instead of sending a unit, they merely asked the caller to put the burglar on the phone. The burglar told the police over the phone that he wasn't doing anything wrong, and the police believed him, sending no-one to investigate. Residents are appalled at the behavior of the police.
