Why do they bother?

He got preventative detention, can't be released unless it is determined he does not pose undue risk to community. This is different to most sentences where the board has to consider release unless there is good reason to keep them in.
Either way - politicians make the laws, not the Parole Board or Judges, in this case the Parole Act of 2002.
