If you goto Start>Control Panel>User Accounts and create a new user account, you must choose between Administrator, or Limited account options (in WinXP home). If you would like more control, such as having Users, Power Users, and such, you can. Just goto Start>Run and type 'control userpasswords2'. This will pop up a dialog where you can create new users, manage all users and passwords and have extra types of accounts open, you can have Users, Power Users, Administrators, Guests, and HelpServices (used for Help & Support). Click the Advanced tab and be able to manage .NET Passport accounts, 'Advanced User Management' (if you use WinXP like I am, you will get a message saying that the snapin cannot be run on that version of Windows - ooh) or make it so that people must press CTRL-ALT-DELETE to log in.
