I suppose the se stands for second edition, which may imply some improvement over the unqualified (or first edition?) of WIN98. Is there any difference? Is se significantly better, if so in what ways? |

If you can get the full version of 98se or otherwise 98 plus the se upgrade, I would be inclined to put in SE or upgrade to SE as the case might be.
SE is like a service pack if you could call it that, it has various security bug flaws fixed and some improved this and that. I found SE to be a improvement over 98 though what works for me might not work for everyone. |

WIN98SE allows you to install Netscape and also has a lot of security fixes and other bug fixes. 98 didn't allow Netscape to be installed. that is why they were taken to court. |
