NO single beep, mean the PC isnt passing POST, therefore its either mobo or PSU, even a dead PSU can get some power to the board confusing diagnostics, though wont boot the CPU.....
first test would be try another PSU IMO...

1298386 2012-09-03 00:30:00 Bear in mind no beep can also mean you simply don't have a PC speaker attached, which is true for both my PCs as the cases don't have a pc speaker to connect.

When things won't get past POST the first thing to try is disconnect everything you can one at a time and retry, including memory modules if you have more than one, and hard drives. Sometimes unplugging and plugging something back in can fix issues. Also try unplugging it from the wall and removing the CMOS battery, count to 20, put the battery back in and try again.

I tried an Ubuntu Live CD, but it would not boot.

I have no beeps at all when it turns on.

Based on your advice, I am going to try:

1. A new PSU

2. A different video card (maybe my old one isn't dead, but the first casualty of a PSU that was faulty/couldn't carry the load?

3. Removing/reseating/retrying different components to establish a fault.

Do it in reverse order 3. 2. 1. That way you will not be paying for a PSU that may not be needed also Nomads suggestions should be tried as well.
