I'm a little confused by your question. Let me see if I've got it right:

To surf the internet you use Internet Explorer as your browser.

To download and work with e-mail you use some other client software (assume non Microsoft).

To connect to the internet (for both surfing and mail) you use the same ISP.

These are just brief assumptions to see if I got it right.

Your question seems to be asking for a way of disconnecting from the internet, although I must be honest I've never used IE to disconnect from the internet.

Try this (if I've got your question right).

When you are online and want to disconnect, look in the system tray (the bottom right hand corner of the screen) there should be a few little icons there. Look for one that is two computers (one slightly behind the other) and double click on it. This should open a window with an option for you to 'Disconnect'.

On the other hand, if your question was about separating IE and OE (in that OE constantly tries to be your default mail client) try this:
In IE, go to: Tools > Internet Options > Programs (tab). Look down till you see one that says: 'E-mail' (second from top) and change it to show the programme you want to use as your default mail programme. Then just click 'OK' and you're done.

As I said, I'm not sure I properly understood your question, but hopefully one of these solutions will help you. :)

I use a local ISP for mail only via IE
I use another ISP for browsing via OE
When I have finished surfing and wish to go off line, the OE does not disconnect when I close the progam. I have to open IE just to click work offline to disconnect. My question is: Is there a way I can get OE to auto disconnect when the progam is closed? Thanks.
