Apart from the 00 at the end, the lowest value of any pair is 32, which appears once. (3*16+2=50) 79 appears to be the highest value. (7*16+9=121) From an Ascii page: ASCII non-printing control characters Numbers 031 on the ASCII table are assigned for control characters that are used to control some peripheral devices such as printers. So this is a clue that you may simply have an Ascii character set, or something similar, using just the alpha-numeric range. THe most common characters could be expected to be vowels and space.
