1283032 2012-06-22 03:38:00 So, presumably the "Rate Payers" funded the track and skid pan? Isn't that just rewarding bad behaviour and lack of self control? That's like sending a rapist to a free brothel! The Rate payers were glad to get rid of them, the youths kept out of trouble organizing club events and getting driving instruction plus advice on construction of their cars. Lets face it; the main reason for the young getting into trouble is boredom.

As for Rapists and Brothels. A Rapist would be liable to lose his balls in a Brothel, at the very least. I once witnessed a rough customer being severely beaten by a slip of a Thai girl, he didn't stand a chance with her kick boxing.

And let's say the car was a late model BMW. Could happen ..
What about if the car is not owned by the culrpit like if it belong to someone else entirely or if it is under a lease/purchase agreement.

Too bad; the driver is responsible for the vehicle. The only exception would be if the car had been reported as stolen, in which case the car would be returned to the owner, and the driver crushed instead! It would be better to put the cars on auction with only registered motor wreckers bidding, with a guarantee that the cars would be fully dismantled and not put back on the road. Proceeds would go to the Government.

Maybe the boy-racers wrecked their cars so much that there was no point crushing it :D
