I think the reason they persist is that even if they only get a 1% hit rate, over many thousands of calls, that can be a lot of dollars.
I guess I will have had several hundred calls over the past year or two.
The reason I poted this time is that a phone number was available even though it was fudged - normally it has been "private call"

you need the next digit. 00240 is Equatorial Guinea, 00241 is Gabon etc tho 00249 for Sudan
They are all in Africa

In the original post the next digit is "5" hence the country in question is Guinea-Bissau. This info provided by Wiki.
