I think it doesnt.
Windows provides "region code" to the DVD software player and not "region coding protection" as i wrote.

The playback software checks region code provided by windows and refuses to play, so technically the software is using the info to provide protection.

To confirm this. Take for Win 98 for example. You still have problems playing different region DVD unless you flash your DVD and reset your software. Well Win 98 came out in 97.

At that time the DVD era on PC had not even barely begun so Microsoft didnt even had any "region protection" code built into that version of Windows, which only shows something else is providing the protection
in Win98, not the OS but the playback software. And this is the case up untill WinXP. After Jan 2000, did all this protection schemes come out.

i assume your DVD drive is a LG DVD/CDR Combo .
If it is then just search for GCC-4120B firmware flash . The "HL-DT-ST"
is just merely a string for LG drives which shows up in device manager/properties .

But as you originally posted that your current version is 2 . 02 . this seems to be latest firmware available on the website one of the guys posted, suggesting that your DVD is already flashed and region free .

And if it is indeed that version and not working then well i dont know what i can suggest for now .

Not necessarily . That site (I assume you're referring to the Firmware Page) provides firmware flashes - not all of them are region-free firmware (in fact a good portion of them are not) - they just update your drive to the most recent firmware - some of these have been modified to be region free, but it seems the one for this particular drive isn't listed as being region free . That means the drive has the most recent firmware, but is probably not region free .

87154 2002-10-11 06:50:00 oh crud . . okay as mentioned before . . if u have an rpc2 drive (typically dvd drives made after 2000) then you will need to flash the firmware to unlock the dvd if it is region locked to region 4,then use a region free patch program to play dvds from other regions eg region 1 . .

my mate has a ricoh 5120a dvd writer which was region locked to region 4 . so we went to the firmware site . . cant remember the addy . . found the appropriate firmware patch . . . ran the patch (then packed ourselves as we watched the firmware thing flashing . . tell ya what . . i was praying it worked cos my mate said he'd kill me if it didnt work! since it was my idea . . and his wife also watched . . my life flashed before my eyes im not kidding) . . thankfully the flash was successful . . woopwoop . . then used dvd region killer to watch region 1 dvds . . . walla . . easy as that . .

done . .

p . s . the firmware flashes run via a lil prog that saves the dvd drive's previous firmware . . should the new one not work . . then u can reflash the drive with the original firmware

The reason i suggested DVD already region free from the latest firmware was that:

LG itself didnt release that firmware and i saw it listed on warez website which ONLY listed firmware for making region free DVD drives .

As for the version number, warezers add their bit of EPROM code to the firmware and post firmware flash with matching numbers of firmware version as a similar one which only updates drive but not make it region free .

So yeah you are right, it could be a 'update' only firmware flash .

LOL The reason why I said it's probably not region free, is that on The Firmware Page it's just listed as firmware 2.02 (or something), whereas usually on that page it actually specifically labels it as being region free firmware if that's what it is.
