It meant that a wrong was resolved between the families of the victim and the offender, rather than our current system where the state takes over via the Police and Courts. From memory blood money was called weregild by the Anglo Saxons. Basically fairer than later systems such as ducking people in the local pond - if they floated, they were guilty; if they drowned they were innocent. Or peine fort et dure - 'pain hard and strong' - which involved crushing people under larger and larger stones until they either croaked (pleaded guilty) or croaked (pleaded dead but innocent). And possibly fairer than the current system, where if you have lots of money you get the best arguer on your behalf in the adversary system of the courts, and if you are poor you don't.
