clean install of Windows

just opening Windows Media Player & playing a song causes the CPU to push to an average of 65%
if I open another program it goes to 100% & holds there - slowing the whole computer down.
is there anything that can be done?

any suggestions of what can be done with the hardware that it has?
as I recall the computer work fairly well previously.

Could the CPU be failing / degrading?

If I open a program it goes to 100% for approx 35sec
