I mean a program to create websites where you type and place the images in the place and the program saves it for you without having to type out any code.

It is for a deaf friend of mine who want to make a website.

Microsoft Word and Publisher will do it
All you have to do is set up the page as you like it, and then click Save As Webpage

arghhhhhh.....don't even suggest it ! !

composer is not to bad.

i'm beginning to hate wysiwyg web page makers. the code is often poor. best bet is to learn some of the codeing so you can edit out the mistakes the program makes.
