You can use Netmeeting which is free and comes with Internet Explorer - so the majority of PC's will have it or be able to readily install it.
To do this click Start and then Run then type "CONF" without the quote marks - click Ok. If a program opens, Netmeeting is installed on your computers, just fill in the details and your sweet. If no program is found, then go into Add/Remove Programs in the Control Panel, click Internet Explorer and then click Remove. On the box that comes up click Add a Component and then add Netmeeting in there.
When you have setup the computers so all are running netmeeting, then the fun begins :D
On the machine you want to host the Video Conference click Call > Host Meeting, fill in the details as you want them (eg: if you want a password). Don't worry about selecting Only the host can start the following tools, or only the host can manage the connections...
Now, back on the host click Call > Automatically Accept Incoming Calls - this is the host setup.
On the clients, this is easy :D - just click Call > New Call, and in the box that comes up type the IP Address of the machine hosting the conference. Make sure the Using Box has "Automatic" Selected

Well that's a good start I suppose.. :D

Never ever post your email address in a public forum or any public place - unless you use that account especially for spam. You increase the possibility of Spam reaching your account, and it's just unnecessary...

That could lead to some problems disabling firewalls... The easiest way is to tell the firewall that it is allowed to let Netmeeting access the internet, or just pinhole the Netmeeting ports on your router should you use one. Most software firewalls will ask what to do when a new program tries to access the internet though - then is the easiest and best time to allow it access.
Also, if you have a router and are pinholing the ports then take a look at the Microsoft Technet Pages (www.microsoft.com) and the Port Assignments for Commonly Used Services (www.microsoft.com)

I take it from the above that you have a video camera, rather than a web cam?

If so, I guess you need to configure NetMeeting/your PC to convert the camera's images ifrom analogue (if an older vhs, vhs-c or 8mm camera) into a digital format that can be used for NetMeeting. I am sure a search on Google or someone else's tip will help you with this.

Once this is done then following CyberChuck's recommendations would appear to be the best solution.
