Not quite what I was going for... you stated that that money could have gone to the healthcare system. As Romney spend three times as much as Obama, that means he prevented more money from going there. ;)

Therein lies one of the problems as I see it. The US presidency being limited to 2 terms of 4 years each means the economies (of the US and by extension, the world) slow down at the end of the first term while a positive outcome is awaited. As is the situation now.

Depending on which news media one subscribes to, the truth seems that a second term is an inevitable outcome. But that doesn't sell newspapers, or influence ratings. In the interests of pursuing the almighty $$, we have the spin that it is a cliff hanger. At home, there's no current crisis to report (unless one counts the latest antics of the PM a crisis), so there's a shock-horror-awe minute by minute coverage of boring political games being played out half a world away.

There's a good case IMO for a one term 8 year presidency. The world would not be subjected to a faltering existence every 4 years, and business could plan for the associated fluctuations of commerce while largely intellectual lightweights battle it out.
