Do you have a firewall or anti virus softawre?

Have you checked your account settings under Tools> Accounts> Mail tab?

Have had a similar probelm with Outlook lately that i have been unable to resolve so have gone back to OE. It sounds like you have a conflict of some sort with permissions in XP or some such. Hang in there someone will know :)

PS. You could try saving your address book, inbox, etc, and reinstall or repair in Control Panel> Add/Remove programs. But as above hang around to see what others have.

Note: you might want to backup all your e-mail address book etc... Before you do it just in case.
