Do it while the engine is warm as the water will dry then. The body of your mower should have a place on it to connect a hose to wash the underside which you do when the mower is running at idle speed. The mower I'm using was purchased in 1994. My mower has a paper air filter that you take out and bang against a solid object to shake the dust out.

1315798 2012-12-02 06:45:00 Why the filter has to be oiled? Have been looking around my garage and to my disappointment, I couldn't find any foam around; I used to have some around. That's always the case, when I need something, can't find it and when I don't need it, it just pops out!

Where can I buy a piece of foam?

Just buy the proper filter for the mower, then you have assurance that the flow characteristics are OK. Otherwise as already said you run the risk of running the mower effectively choked with a rich mixture.

The oil residue is to trap the dust.

1315800 2012-12-11 05:26:00 NOT advisable to use sponge type foam as a filter. If the porosity is not the same as the original the fuel/air ratio will be wrong, also if it is rubber it will rot (not too much of a problem with earlier machines with an adjustable jet). The foam filter should be lightly oiled to catch the dust. A genuine filter will probably cost you less than a sheet of unsuitable foam. NEVER wash a paper filter, the fibres will swell and the filter ruined. mzee (3324)
1315801 2012-12-11 05:53:00 What model engine? A mate got a new filter and diaphragm for the carby from a shop online (Hamilton based?) I think it was about $13 for both parts plus a few dollars for shipping.
