Sure enough good old Simtel came up with a program to do just that, here is the write up about it:

Connective Detective Ver 1.1.6 Info

Connective Detective is a system tray app that runs at system startup.
It adds an Online StartUp folder to your start menu, which acts like the StartUp
Folder except that it launches its contents when you go online and kills them
when you get offline. It saves resources by not having unnecessary apps running
while you are not online.

To install just unzip all files to a temporary directory and run Setup.exe

It is freeware and can be downloaded from Simtel (www.simtel.net)

Since I dont have dial up anymore, I havent been able to test it out.
