That's not too bad -- around 2.5Mbps. Unless of course you meant kbit/s, in which case you're getting 39KBps.

Note that Telecom rate-limits full-speed ADSL to 3.5Mbit/s at the RAN. This means that even if you have perfect line conditions and get the 8Mbit/s connection from the DSLAM in the local exchange, you still won't get the 1MBps expected, only around 440KBps.

I don't see this documented anywhere in Telecom's Jetstream sales material.

or is it more like 8/KB/s download and 7KB/s upload at the same time?

No, Jetstart is 128Kbps up and downstream, which gives a 16Kbyte/s theoretical maximum. Telecom has put a bit of leeway into Jetstart, so you'll see 144Kbps bursts at times.

When I was on full speed I frequently exceeded 440 - in fact it wasn't too rare for me to get up around 6Mb/s for downloads
