Summarized ... it's probably a filename containing illegal characters. Either use wildcards to identify it (ro*.* or ro*. ) . Use DIR and be sure it's the only file found before using DEL on it using the same wildcarded name.

Or make a new directory, move all other files in that dir to the new one, and use DELTREE on the directory which now contains only the baddy.
