I have an issue that is really bizarre and no one seems to be able to fix it.
It has spanned two houses now as I have recently moved and the issue has persisted.
Just today Chorus was around here and confirmed what I have known all along.

My line is fine, my cabinet is fine I get around 18MBPS from each to the provider.
I can speedtest to the Orcon server in Auckland at around 15-16MBPS and that is where it ends

If I run the same speedtest to any overseas server my speed falls through the floor, I consider a "good" day at the moment if I hit 4MBPS. but it is usually around 2MBPS or less.

What the hell is causing this and why is it so damn hard for them to fix it?

6 Weeks I have been struggling with this trying to get it sorted out and I am at the end of my patience, although I have a fairly senior person helping me, no progress is being made. I see no alternative at this point than to submit a formal complaint to the TDR (Telecommunications Disputes Resolution) and ditch Orcon.
As I am running on the Genius this will cause considerable disruption and cost as I will have to go back to a standard phone line and therefore buy a phone, not to mention buying a new modem.

I would also point out that this is the second major speed issue I have had with Orcon in the last 12 months but due to the circumstances of each it is highly unlikely that they are related. Now this problem was eventually sorted after about 2 months and I we came to an agreement over compensation for the loss of service but the sheer frustration of that has added to the frustration I am feeling this time and I so angry about this that I could quite happily smash the Genius into a 1000 little pieces and mail them back to Orcon in a plastic bag.

What do I do?

1322772 2013-01-14 19:59:00 ^^ Sounds like an oversubscription of international circuits by your ISP. I understand things have been getting worse and worse ever since they brought out their flat-rate plan.

You'll need to have lodged a *formal* complaint to Orcon prior to lodging it with the TDR. If I was you, I would (well, I have recently myself actually).

Sign up with 2talk. If you appreciate the speed it's well worth doing looking at their VDSL2 stuff (You're going to be buying a router anyways). I'm *very* happy with their VDSL2, consistently attaining good speeds both nationally and internationally.

1322775 2013-01-14 23:43:00 You have to write a letter through their website stating "FORMAL COMPLAINT" somewhere. That's what TDR want at least.

2talk do 300GB on their business plans, but it requires the $35 business phone plan to go with... I believe they throttle you to 256k once you hit your limit (Though voice is unaffected), and I'm sure you can buy top-ups on their 100GB plan anyways, but I dunno what they are.
