I'm guessing that if you were to buy it overseas you would have to pay full price then bring it over here and get it on a plan, seems like it would just be cheaper to get it cheap on a plan in NZ.

My understanding is that even in HKG it might be similar, the ones I know in Japan are like that and most people don't buy phones, they sign up for contracts, actually over there prepay is quite foreign. If you aren't leaving the country your probably better off buying locally. You can try to import but you'll be stung by some hefty fees upon the phone arriving in NZ. icow (15313)
