Even sticking a trailer on, they're pretty safe fine on a flat or gentle slope. Where you have problems is idiots who either don't know basic safety and try to do stuff like driving up a hill semi horizontally, rather than driving as close to straight up as can be managed, people who drive far to fast or carelessly for the terrain, or complete morons who let five year olds drive it or pile several drunk people on one quad bike.
